C81 HANDOVER-- Tentative retraction.

It's probably inaccurate to characterize Ben Best's call to SA to work with him on C81 as a "handover". Some anonymous person indicated that to me awhile ago. I'm updating my index here to reflect that. Here is the index listing.

I suppose the idea of a "handover" isn't accuracte because SA's function was, as the informant told me, an "additional" service. I can see that-- in terms of what CI's promised capabilities were vs. what SA's promised capabilities were. As to how things actually worked out-- I think that that's a little bit different-- but the idea of a handover is tenatively retracted.
